Are turn signals required on a cycle in Florida?

I mean TRANNY LID! Just posted this on the shovelhead forum,boys, but since I can't seem to get pics posted there, thought I'd try you guys out - and with a pic, too!

It's leaking right where the pencil is pointing. Can't find any info on how to fix this, or even what it is that's leaking, except to say that it's on the kicker side of the lid. After a ride there is oil pooling on the tranny and it seems to be coming from the recess. There's a cup shaped plug in it.

I was putting the boat away and decided as long as I was out there for a while I'd start my bike and let it warm up and recharge the battery.
(I haven't been out riding for a couple week, intermittent rain has kept me at home.)
Right after I started it I hear (can you imagine that) a hard braking out on the hwy.
Now the way things are set up here You cant actually see the road from the yard, driveway or garage. So I mossy down the drive to where I can look out at the road and the guy across the road must have turned left in front of an oncoming car. Not too bad, a couple of bent panels, no one hurt. That's not the funny part.
No one could get cell service down at the road but I had a bar or two so I shouted across the road to come use my phone,
